Certification of BIM Qualification
The primary aims of certification are to guarantee that candidates possess the requisite training and practical experience, as well as a sufficient level of expertise in the professional application of BIM, which is deemed acceptable by HKIE for inclusion in the “Eng BIM Pro” or “Eng BIM Coord” roster. Additionally, the standards should be at least equivalent to those set forth by the Construction Industry Council (CIC) for accreditation to CCBM and CCBC.

In late 2022, CIC conducted a holistic review on the supply and demand model of BIM personnel and a White Paper was then compiled to report the findings and to develop strategic plans on BIM personnel development.

Development Bureau Technical Circular -DEVB TC(W) No. 2/2021
Superseding DEVB TC(W) No. 12/2020, this Circular enhances the implementation requirements for BIM adoption in response to WDs’ feedback and according to DEVB’s roadmap on BIM development.
In particular, the enhancement of BIM workflow, requirements for adoption of Common Data Environment (CDE), BIM data harmonization and information security of project data are included.

Extends the scope of mandatory BIM uses and CCBC fulfills the requirements of a BIM Coordinator
​On 23 December 2020, the Development Bureau (DEVB) issued a Technical Circular (Works) No. 12/2020 on the Adoption of BIM for Capital Works Projects in Hong Kong.
Superseding DEVB TC(W) No. 9/2019, this Circular enhances the implementation requirements for BIM adoption in response to WDs' feedback and extends the scope of mandatory BIM uses relating to asset management (7-D), surveying of underground utilities, engineering analysis, 3-D control and planning, etc. so as to further foster adoption of BIM technology in public works projects.
CIC-Certified BIM Coordinator (CCBC) is one of the options that fulfills the requirements of a BIM Coordinator.
This Circular takes effect on 1 January 2021.

Extends the scope of mandatory BIM uses and CCBM fulfills the requirements of a BIM Team Leader
On 20 December 2019, the Development Bureau (DEVB) issued a Technical Circular (Works) No. 9/2019 on the Adoption of BIM for Capital Works Projects in Hong Kong.
Superseding DEVB TC(W) No. 18/2018, this Circular enhances the implementation requirements for BIM adoption in response to WDs' feedback and extends the scope of mandatory BIM uses to certain applications in investigation, feasibility and planning stage, design for digital fabrication as well as sustainability evaluation (6-D) so as to further foster adoption of BIM technology in public works projects.
CIC-Certified BIM Manager (CCBM) is one of the options that fulfills the requirements of a BIM Team Leader.
This Circular takes effect on 1 January 2020.

On 27 December 2018, the Development Bureau (DEVB) issued a Technical Circular (Works) No. 18/2018 on the Adoption of BIM for Capital Works Projects in Hong Kong.
Superseding DEVB TC(W) No. 7/2017, this Circular enhances the implementation requirements for BIM adoption in response to WDs' feedback and revises the scope of mandatory BIM uses so as to further foster adoption of BIM technology in public works projects.
This Circular takes effect on 1 January 2019.

Mandate of BIM Use for Government Projects
On 1 December 2017, the Development Bureau (DEVB) issued a Technical Circular (Works) No. 7/2017 on the Adoption of BIM for Capital Works Projects in Hong Kong. 2017 Policy Address
In the 2017 Policy Address, it states that "Building Information Modelling technology allows construction professionals to carry out design and construction works in a virtual environment, which helps avoid changes in the construction process as far as possible, reduce risks and render clarity to project costs in various stages. The Government will actively seek to require consultants and contractors to use this modelling technology when undertaking design of major government capital works projects from next year onwards.” (Paragraph 130, 2017 Policy Address, HKSAR)
